Abstract: 
It is necessary to develop a social service system as an efficient and effective system that is fit-for-purpose from the moment it is commissioned and flexible enough to adapt to a different social economic environment. In this paper, the case being studied is a small-scale social work organization in X city of Guangdong Province. The agency has to restructure itself in order to face the external changes in the environment. A 3PE model is originally an industrial service engineering model which is adapted and applied in this case study. The 3PE concepts represent the product, process, people and environment. This article brings significant implications to knowledge building in the social service sector. Moreover, it suggests ways for social work managers on how to act quickly to environmental changes.

如何提高社會服務系統的靈活性,以配合社會環境變遷的需要,成為現今社會服務發展的重要考慮。本文以廣東省X城市其中一間社會服務機構為例,研究小型社會工作組織 “小星星社會工作服務中心”如何重組自身的服務體系,才能面對外部環境的變化。本案例反映了一般中國小型非政府組織所面臨的普遍情況,例如面對激烈的服務合約競標,小型非政府組織面對巨大的壓力。3PE模型原應用於工業服務範疇,3PE代表產品 (Product)、程序 (Process) 、人 (People) 與環境 (Environment)。本文主要描述3PE模型應用在”小星星社會工作服務中心”的過程,以及對”小星星”社會服務系統所帶來的影響及改變。本研究將3PE概念納入社會服務體系的試驗,具有兩個重要意義: (1) 3PE模型經適當的調整,能應用在社會服務系統,這有助社會服務知識建設;(2)本文提供具體建議和步驟,讓社會服務組織使用3PE模型協助改革自身的服務體系,從而迅速採取行動來適應及回應環境的改變。
