Seamless mobility over 4G advanced scenarios is paramount to ensure compliance to next-generation user service requirements. This calls for the development of an effective mobility management solution that minimizes packet loss and handoff latency in addition to mapping the user, application and session requirements to the best-effort network. The mobility solution presented here utilizes IEEE802.21 services for network interface management and movement detection, binding update QoS option for guaranteeing QoS compliance by the data path, MIP and SIP for network registration, and advanced decision algorithms for target network selection. The solution uses cross layer design to capture handoff pertinent information from the client stack in a timely manner prior to handoff initiation. This makes the solution an ideal IEEE802.21 user for next-generation mobility management.en_US
