dc.description.abstractLow handover delay ensures seamless mobility of active communication flows across heterogeneous wireless networks. Handover delay resulting from host-based localized mobility management procedures remains high and unacceptable for real time applications. This paper, therefore, proposes an IEEE 802.21 assisted network-based localized mobility management framework to further reduce handover delay by optimizing the authentication delay. Through analytical evaluation and comparison of the handover delay performance for basic network-based and host-based localized schemes, we show that our proposed scheme performs better in terms of reducing handover delay.en_US
